Rev. Vernon Carter begins his school desegregation vigil.

April 28, 1965

A minister at the All Saints Lutheran Church, Carter begins a protest outside Boston School Department headquarters at 15 Beacon Street. He vows to continue, day and night, until the issue is addressed. Keeping extra clothes and other belongings in a trailer parked nearby, he hands out flyers to passersby, many of whom join him He continues for 114 days, until the Massachusetts legislature adopts the Racial Imbalance Law in August 1965.*
